Yes, I would lock in:
Perkins
Burton
Duensing
Fien
Robertson
DeVries (after trading Swarzak ias and add-in in a Morneau trade)
Alex Burnett has an option and it needs to be used immediately. He got hella lucky this year. He should work in a setup role in Rochester to figure out how to strike more people out.
Anthony Slama is the obvious choice, but we know that the Twins are embarrassed by his success in the minors. He is likely gone, which is totally stupid. Kyle Waldrop might join him, so:
Deolis Guerra is the last guy to fill out the bullpen. It's a good thing he was called up in September to get some big league innings. Oh, wait. That stupidly didn't happen.
Outside that, Dakota Watts and Bruce Pugh could provide some relief to relief. Andrew Albers would be another LR option.

People cannot suggest Capps with a straight face. Even at $2.5 million that is $2 million over replacement for the same performance. Come on.

Think too many of us are still thinking the bullpen is fine & we shouldnt spend any money on it in the offseason.
They were pretty mediocre when you look at the numbers.
11th in WHIP @ 1.26
13th in OPS @ .691
17th in ERA @ 3.77
20th in BAA @ .246
3th worst in HR's allowed w/57
Last in K/9 @ 6.48 (only team under 7)
Team cannot go inhouse with its pen or its doomed in 13'......really need a RH setup guy to join Burton (whom Im not 100% confident will repeat his great 12 campaign)....esp someone who can K hitters.
Jason Grilli of Pitt is a FA (12.5K/9 last 2 yrs w/Pitt)
Jonathon Broxton is a FA...still throws mid 90s & can close if needed
