He was already off the Twins' 40 man after clearing waivers. They could have stashed him in the minors without any consequences to the major league roster.

Would you rather they pocket it? They're only up to ~85MM. It's not as if they're going to earmark the remainder for 2015.

Qualifying offers are the same for all FAs, and are set by the league and the players association on a year to year basis. This year it's set at 14.1 MM.

Not that I expect the Twins to engage in a bidding war for Lincecum, but Dan Haren has been a comparable pitcher over the last three seasons. Unlike Lincecum, Haren likely won't cost a draft pick...
Tanaka is already being perceived as the best available FA pitcher this off season. Somebody is going to outspend the Twins.

Sickels also noted in the comments that Thorpe has potential to be a top pitching prospect in all of baseball in 12 months, based on the way he's pitched in the GCL so far.
